First of all, the bad news. We have lost all of the $250,000 for the LPGP. John Parris tried to keep $100,000 in the program as a place holder, but was unsuccessful. This is the farthest we have gotten in our attempts to re-establish the “old” LLPP since it was last funded in FY 2001, but it apparently won’t happen this year.

The scrap metal legislation is a different story. Senate Bill 1034 & 802 have been written with language in several different locations of the bill that should offer more protection to local parks and recreation agencies. First of all, this legislation covers all transactions involving copper. It covers all transactions involving aluminum wire as well. It specifically prohibits scrap metal dealers from purchasing, “…any metal that can be identified as belonging to a political subdivision…” MPRA was able to see that the word “bleachers” is included as an item prohibited from purchase by a scrap metal dealer. SB 1034 & 802 has been reported out of committee in the House.

Finally, the enabling language required by the recent judicial ruling relating to the issuing of license plates to not-for-profits like MPRA is contained in SB 761. SB 761 has passed the Senate and is currently with the House Transportation Committee.
